California Title 24 is the state's building energy efficiency code, and it quietly affects most kitchen and bathroom remodels. It sets minimum standards for things like lighting, windows, insulation, and HVAC. For a typical remodel, Title 24 compliance adds roughly $300 to $4,000 depending on the work, and it is triggered by common upgrades like new lighting, replacement windows, or HVAC changes.

What is California Title 24?

Title 24 is the section of California's building code that governs energy use in buildings. Part 6 is the energy code most homeowners run into during a remodel, and it covers lighting efficiency, window performance, insulation, water heating, and heating and cooling systems. The goal is to lower energy use, and the rules apply to renovations, not just new construction.

The code updates on a cycle, with the 2025 edition taking effect January 1, 2026. The Bay Area sits in milder climate zones than inland or Southern California, which affects some requirements.

What kitchen and bathroom work triggers Title 24?

Title 24 compliance kicks in when your remodel touches energy using systems. Common triggers include:

  • New or moved lighting, which must meet efficiency rules, typically high efficacy LED fixtures and controls.
  • Replacement windows, which must meet a maximum U factor for energy performance.
  • HVAC changes, like a new furnace, AC, or ductwork, which can trigger duct leakage and HERS verification testing.
  • Building envelope changes, like new exterior walls during an addition.
  • Additions and ADUs, which must comply fully.

Because kitchen and bathroom remodels almost always involve new lighting and ventilation, most projects touch Title 24 in some way.

How much does Title 24 compliance cost?

For most remodels the added cost is modest relative to the whole project. Rough ranges:

The simplest approach is to design with the code in mind from the start. Specify high efficacy LED lighting and compliant fixtures during the design phase, choose energy efficient windows if you are replacing any, and budget for HERS testing if you are touching HVAC or ductwork. Doing this up front avoids redesigns and keeps the project on schedule.

Does every remodel have to comply with Title 24? Compliance is tied to the specific work. If you add or move lighting, change windows, or touch HVAC, those elements must comply. A cosmetic refresh that does not touch energy systems may not trigger it.

What is a HERS test? HERS stands for Home Energy Rating System. A third party rater verifies things like duct leakage and equipment performance when you change HVAC, and the test is required for code sign off.

Will Title 24 limit my design choices? Mostly it shapes fixture and equipment selection, like requiring efficient LED lighting. It rarely limits the look you want, since efficient options exist across styles.
